Mr Jonathan (Jon) Black

Director-General, Department of Environment and Heritage Protection

Mr Jon BlackMr Jon Black is the Director-General of the Department of Environment and Heritage Protection.

Mr Black has a strong background in water management in Queensland as the former Director-General for Queensland Department of Energy and Water Supply, and Chief Executive Officer of the Northern South East Queensland (SEQ) Distributor-Retailer Authority, UnityWater.

Mr Black combines this first-hand industry knowledge with a wealth of leadership experience gained in his 25 year career with the Australian Army. 

Mr Black has qualifications from the University of New South Wales, the Australian Institute of Company Directors, The Royal Military College, Duntroon and the United States Marine Corps, Virginia, USA. Jon is also an Adjunct Professor at the University of Queensland. 


Ms Julie McLellan

Chief Executive Officer, Healthy Waterways
Former Executive Director, Strategy and Growth, Queensland Urban Utilities

Ms Julie McLellanJulie is the Chief Executive Officer of Healthy Waterways in South East Queensland. She has over 25 years’ experience in senior positions within the water industry with an extensive and diverse background in water management.

Prior roles in the water sector have included Executive Director, Strategy and Growth at Queensland Urban Utilities, Manager of Water Resources, Water Services Manager, Manager of Design and Connections, Senior Officer in System Planning, and Supervising Chemist within Brisbane City Council / Brisbane Water.

Julie holds a Degree in Applied Science (Chemistry) with Graduate Diplomas in Training, Development and Assessment.  Julie qualified as an Australian Institute of Company Directors member; and was previously on the Board of Directors of International RiverFoundation and the Board of Directors, CRC for Water Quality and Treatment. Julie was on the Management Committee for Cities as Water Supply Catchments, the precursor to the CRC for Water Sensitive Cities.  Julie was also on the Management Committee which established Healthy Waterways Ltd. 

Prior to joining Queensland Urban Utilities Julie was Brisbane City Council’s Water Resources Manager, responsible for leading and developing Council’s WaterSmart Strategy delivering total water cycle solutions for the City of Brisbane.  Council’s strategy focuses on innovative solutions for sustainable water supply, waterway health management, flood risk management and capacity building.  Julie also led the development of Councils FloodSmart Strategy and delivered the Lord Mayors Taskforce on Suburban Flooding.  


Mr Doug Yuille

Great Barrier Reef and Water Quality Policy Officer, World Wide Fund for Nature

Former Lord Mayor’s Environmental Advisor, Brisbane City Council.

Doug YuilleSince August 2012 Doug has been the WWF Brisbane policy manager for water quality, with a focus on agricultural pollution of waterways impacting the Great Barrier Reef. Prior to his role at WWF, Doug spent 4 years as Director, Queensland Department of Environment & Heritage Protection, Reef Policy implementing a $50M, 5 year program to protect the Great Barrier Reef from the impacts of cane farming and cattle grazing, believed to be causing a significant decline in hard coral cover. The program involved a package of new regulation, research and extension, focusing on fertiliser, pesticides and sediment pollution.

Prior government roles have included water policy adviser to the Queensland Natural Resources Minister, environmental policy adviser to the Lord Mayor of Brisbane, Industry and Community Consultation Officer for introduction of the Queensland Environmental Protection Act 1994, and Environment and Landuse Planning policy adviser in the Queensland Office of Cabinet.

Doug’s non-government roles include: Greens candidate at local and state government levels, and National Estate Campaign manager for the Wilderness Society leading direct action campaign to protect Fraser Island from logging.

Doug grew up in Central Queensland on a cattle grazing and grain farming property.


Ms Leith Boully

Leith BoullyLeith (B.Ru.Sci, Dip. Bus.Stud., FAICD, FAIM, FIAMA) brings extensive experience from the business, government and community sector where she has a strong track record as a company director and in facilitation, coaching and leadership development. Leith has developed her skills and passion for assisting people to perform at their best through a diverse career spanning the public, private and not for profit sectors. Through this experience she has developed a sound understanding of the work environment and challenges facing people in leadership roles at all levels.

Leith is a ‘big picture’ strategic thinker with a background in science and business interests in agriculture, water and human resource development she has demonstrated an exceptional capacity to quickly gain an understanding of new and complex industries and businesses that she becomes involved with.

Her present and past directorships include companies or organisations in water distribution and infrastructure, the media and broadcasting, research, agriculture, training and development, education and many high level committees including Ministerial Advisory Committees at State and national levels. Current and former roles include:

  • Chairman, Healthy Waterways Ltd (SEQ).
  • Chairman, Wide Bay Water Corporation.
